A low-probability, high-impact case
Governments plan for pandemics, asteroid strikes and financial collapse without knowing when, or whether, they will happen. Contact with non-human intelligence belongs on the same list: it may already be under way, or it may become possible as technology advances, and either way the practical questions about governance, health, security and ethics would arrive faster than institutions could improvise answers.
